Many people view cities as a punitive or emergency entity that enforces the law or
responds to emergencies, all for an annual tax. I say this in jest as most people

economic development services. Defined as “a department that seeks to improve
the economic well-being and quality of life for a community by creating and/or

without economic development, a city would be challenged to afford and provide
those services a community comes to rely on.
